I read somewhere that the bug in sx (used by minicom) was that it didn't initially flush its buffer. I can verify that that is the problem. Using minicom I also opened up a second shell and entered cat /dev/ttyUSB0 (where my ipcamera appears);  started the xmodem send; then killed the 2nd shell. Minicom's sx then correctly sent the xmodem file because the 2nd shell had flushed the input queue. There is a bug report on it and a patch at: https://bugs.launchpad.net/ubuntu/+source/lrzsz/+bug/270638

Next I tried cutecom. It worked perfectly and I loaded into block 6 Lawrence's romfs "romfs745_busybox_openipcam_v1.img", which works well.
